[contrib] Retire the coordinated install testing process
Based on the Rocky PTG discussion, retire the old process that is no longer followed: https://etherpad.openstack.org/p/docs-i18n-ptg-rocky Instead, provide a Gerrit review inbox with a summary of IGs changes across projects for individual testers to use.
