Moved console access and ServiceGroup config to Cloud Admin
Moved console access and ServiceGroup HowTo info from the CRG to the CAG. Added memcache driver to ServiceGroup section. Brief edits on all. Partial-Bug: #1290687 Change-Id: I43e895279d5650c0489154c31ce03096ab9e61cc
