Add docs for Dell Storage Center Cinder drivers
The Dell Storage Center iSCSI and FC driver has recently merged. This patch adds basic documentation for the configuration options of this set of drivers. Change-Id: I740e9ece1d42bf455828b5bdf56ceafa3227fb1a
