This unifies some placement of entries into tables accross projects: glance, trove, neutron, keystone, cinder: Changed ssl to ca. Move debug to debug if such a table exists (ceilometer). Move default_log_levels to logging. Create logging section everywhere and unify content. Move fatal_deprecations to logging. Move host to common. Move lock_path to common.
