Andreas Jaeger 209f5bb54d Mention ceilometer in Guides
The Admin User and End User guides include cli references for
ceilometer but ceilometer was not mentioned in the introductory section.

Also, improve markup of the package names.

<title>Install the clients</title>
<para>Use <command>pip</command> to install the OpenStack
clients on a Mac OS X or Linux system. It is easy and
ensures that you get the latest version of the client from
the <link xlink:href="http://pypi.python.org/pypi">Python
Package Index</link>. Also, <command>pip</command>
lets you update or remove a package. After you install the
clients, you must source an <filename
xmlns:raxm="http://docs.rackspace.com/api/metadata"
>openrc</filename> file to set required environment
variables before you can request OpenStack services
through the clients or the APIs.</para>
