Nicholas Chase 965a71e313 Move "Launch an Instance" to end of Install Guide
Moved the "Launch an Instance" section to the bottom of the
install guide, to prevent readers from having to jump around
from later chapters.  Also added a note at the end of every
chapter, starting with the Networking chapter, letting them
know that they can launch an instance or add additional
features.

<title>Add the dashboard</title>
<para>The OpenStack dashboard, also known as <link
xlink:href="https://github.com/openstack/horizon/"
>Horizon</link>, is a Web interface that enables cloud
administrators and users to manage various OpenStack resources and
services.</para>
<para>The dashboard enables web-based interactions with the
OpenStack Compute cloud controller through the OpenStack
APIs.</para>
<para>These instructions show an example deployment configured with
an Apache web server.</para>
<para>After you <link linkend="install_dashboard">install and
configure the dashboard</link>, you can complete the following
tasks:</para>
