Test that the project being tested was prepared, not necessarily o-z-j 
When this job is ran against other repositories such as project-config
or zuul-jobs, the project being prepared won't be o-z-j.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
