tox: Build docs with Python 2.7

The 'list-modules' directive used in some docs does not appear to be
Python 3 compatible, yielding the following error:

  TypeError: unorderable types: NoneType() < str()

Simply use Python 2.7 until such a time as someone wants to investigate
why this happens.
