Claim python3 compatability for Newton onwards

The following oslo.messaging changes make sure python3 works:

This one adds a functional test for py34:

Which is enabled in the gate:

The following re-enables voting for py34 unit tests:
Ibbcd20d297fdf90ce846f0162329b9410cd6f482

With all the above, we are ready to claim python3 support
