The syslog parameter is not used by ::ceph::rgw. ceph::rgw::apache_fastcgi and ::ceph::rgw::apache_proxy_fcgi use the syslog parameter but are not called from ::ceph::rgw. This paramter will be removed in a future release Change-Id: I57326a52138826dea1902dab7fe1cbe97c3ee861
