Takashi Kajinami dce8849325 Drop validation about max_header_size (for now) ...

This removes the validation about max_header_size using validate_legacy
because the function has been deprecated since puppetlabs-stdlib
v9.0.0.

The validation may be added back when we implement consistent mechanism
to validate all config options according to their types.
