Derek Higgins 7ccbdec3f8 Revert "cpu_allocation_ratio / ram_allocation_ratio options" ...

This causes the tripleo undercloud install to fail and presumably
other deployments where nova::scheduler::filter and
nova::compute are being used together.

This reverts commit e4c3b0ff1c.
