Alex Schultz f716f0e403 Add support for consecutive_build_service_disable_threshold
consecutive_build_service_disable_threshold was added to nova as part of
the Pike cycle. This setting can be used to allow the compute nodes to
disable themselves in the case of consecutive build failures.
