iberezovskiy 94c3bbed71 Use oslo module for messaging (rabbit) configuration 
Additonal changes:

  * switch messaging related parameters to $::os_service_default
    as they are used in oslo::messaging_rabbit define
  * update unit tests
  * fix values for boolean variables
  * specify type for each parameter
