Takashi Kajinami da173126db Deprecate support for plugins of inactive project 
EC2 API, Murano and Sahara were marked inactive during this cycle and
these project won't get 2024.1 release. Because we are retiring
the modules for these components, we should deprecate support for
the associated tempest plugins.

Overview

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
