Kirill Izotov aca36f75b2 Add command-line interface
Added CLI for every API we currently have.

Also:
 * fixed url in WorkbookManager.update
 * fixed project_id reconstruction by keystone
 * added check for empty string of project_id and project_name
 * added cliutils and log modules from oslo-incubator
