All the components of openstack maintain releasenotes. Similarly, python-mistralclient must also maintain releasenotes. This adds the releasenotes directory to the mistralclient repo. Change-Id: Ie63aef91c8b9a1bf1008d2e0e3468ab5a1d8b5b5 Implements: blueprint maintain-releasenotes
