Andreas Jaeger 8e1849eff1 Cleanup zuul.yaml 
Couple of cleanups:
* Use openstack-lower-constraints-template, remove jobs that are part
  of templates.
* Use openstack-tox-cover template, this runs the cover job
  in the check queue only. Remove post job.
* Sort list of templates.
