Ghanshyam Mann 5711f63d1b Centralize basepython as py3 in tox
OpenStack ussuri release will be python 3 only
so let's define the basepython in common env now.

RPM packaging for OpenStack provides RPM spec file templates and tooling for building OpenStack packages for RPM based distributions.
