Andreas Jaeger f33c213051 Update hacking for Python3
The repo is Python 3 now, so update hacking to version 3.0 which
supports Python 3.

Fix problems found by updated hacking version.

Update local hacking checks for new flake8.

Remove hacking and friends from lower-constraints, they are not
needed in installations.

# The order of packages is significant, because pip processes them in the order
# of appearance. Changing the order has an impact on the overall integration
# process, which may cause wedges in the gate later.
# Hacking already pins down pep8, pyflakes and flake8
