Yumeng Bao 8d84da307b Add rm to whitelist_externals in tox.ini 
Fix the following WARNING:

WARNING:test command found but not installed in testenv
  cmd: /bin/rm
  env: /home/jenkins/workspace/gate-watcher-python27-ubuntu-xenial/.tox/py27
Maybe you forgot to specify a dependency? See also the whitelist_externals envconfig setting.
