licanwei c1a5e443fe Add uWSGI support 
This patch implements uWSGI support for Watcher API service.
Because mod_wsgi is deprecated, using uwsgi to replace of mod_wsgi.
Most of Openstack projects have finished it.

Closes-Bug: #1834392
