Kubernetes Power Manager as StarlingX application This commit is responsible for create the StarlingX application for Kubernetes Power Manager. TEST PLAN: PASS: AIO-SX, STD: check if the application can be successfully installed. PASS: ALL: check if label "app.starlingx.io/component" was applied in "intel-power" namespace on install. PASS: AIO-SX, STD: check if the application can be successfully uninstalled. PASS: ALL: check if installed CRDs are removed on uninstall. PASS: ALL: check if daemonsets (agents) started by the controller are removed on uninstall. PASS: ALL: check if the namespace was deleted on uninstall.
