
This commit reduces the open file descriptor limit set for the orchestrator's processes following the service's redesign. Test plan: 1. PASS: Run a kube-rootca strategy in a large scale system and verify it completes successfully. 2. PASS: Analyse the amount of open files during the strategy execution and verify it does not exceed the limit set.
