Tee Ngo 94970d72f7 Upgrade orchestration updates for virtual subclouds 
A couple of small adjustments to accommodate slow or
virtual subclouds.

Test Plan:
  - Verify successful orchestrated upgrade of a large
    number of virtual subclouds in parallel.
