Pedro Almeida a806d99749 Openvswitch package migration to debian 
Add debian infrastructure for openvswitch to build a debian package.
Needs to be merged with [1].

Test Plan:
PASS - Build openvswitch package
PASS - Build all debian packages
PASS - Create and install stx iso
PASS - Check if the package is installed in the iso
