tleal 1ab0083435 Add test for rook-ceph reboot active controller ...

This automation first checks rook-ceph health using 'ceph -s'.
It then reboots the active controller, waits for it to come back,
performs a swact to restore the original controller, and finally
checks rook-ceph health again.
