Adding pylint target to utilities for zuul validation.
This target cannot be included as part of openstack-tox-linters because the required-projects for pylint are config and fault. No code changes are submitted as part of this review. The suppressed errors can be un-suppressed as the code gets cleaned up in later reviews.
