Jagadish Nadimpalli 35a494cac7 NFP - Base Configurator Reference Implementation ...

A basic configurator implementation which consumes
all the configuration APIs from NFP components and
just returns SUCCESS.
Showcases the complete NFP path without actual service
configuration.
Executes in a nfp proxy namespace.
