TEMP disable OVN and Gnocchi

Revert when https://bugs.launchpad.net/tripleo/+bug/1740698
is fully fixed.

Also drop scenario003 which runs gnocchi, until we get renamed gnocchi RPM
in the current-passed-ci trunk repo.
