Override default value of Q_USE_PROVIDERNET_FOR_PUBLIC

Set Q_USE_PROVIDERNET_FOR_PUBLIC=False
to override the default value 'True'
in devstack:lib/neutron_plugins/services/l3

This will avoid passing 'public' as tier0_router_uuid
(instead of DEFAULT_TIER0_ROUTER_UUID) when generating
an external network during stack.sh.
