Mohammed Naser f3615abc01 Add tests for manifest generation for missing files 
This is a patch that adds test to make sure that we handle FileNotFound
exceptions during walks.

Generate a Zuul manifest file for log uploading

This generates a manifest file in preparation for uploading along with logs. The Zuul web interface can fetch this file in order to display logs from a build.
