Brian Rosmaita d52e0532f9 [docs] Extra spaces breaking rst->html rendering

Two extra spaces in this release note are causing: (1) the bug link
to be displayed as text instead of converted to a hyperlink, and (2)
the list item to be displayed as a description list entry instead of
a regular bulleted list entry.
