Ivan Kolodyazhny 3d0ac4f4ec Use Cinder API v2 for Rally scenarios 
Cinder API v1 is deprecated so it feels good to test API v2 only to
decrease gating time.

Closes-Bug: #1523583

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.

Getting Started
