TommyLike 43a3152581 [policy in code] Add support for attachment resource 
This is the basic patch which consits of the framework
code for default policy in code feature as well as
support in attachment resource.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
