This patch add release note for know issue: identity federation can't work with heat. Also add release note for document migration. Change-Id: I13daf3fd3a8ea40542aa31eebbc3df2db0f2b422

Heat
Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native REST API and a CloudFormation-compatible Query API.
Why heat? It makes the clouds rise and keeps them there.
