Julia Kreger 8d6fcd819c Refactor ironic-ui documentation to remove warnings

Warnings, such as those caused by the README.rst file's
inclusion of an externally hosted file cause the default
sphinx job to fail. Removed the link, and cleaned up the
documentation formatting to make it more clear moving
forward.

Contributing to Ironic UI

If you're interested in contributing to the Ironic UI project, the following will help get you started.

Contributor License Agreement

In order to contribute to the Ironic project, you need to have signed OpenStack's contributor's agreement.

LaunchPad Project

Most of the tools used for OpenStack depend on a launchpad.net ID for authentication.
