Also drop outward_rabbitmq that was used only with Murano.

mariadb: fix cluster recovery
...
sometimes cluster recovery didn't work
because we only look for the sequence number in the last 200 lines
of the log file.
fix this by ingesting the complete file and only register the last
sequence number we find.

This new role will handle setting sysctl values.
It also handles cases when IPv6 setting is changed, but IPv6 is
not enabled on the system by skipping those settings.
This is an augmentation of previous patch:

Change the default ceph_nova_user in globals

The documentation[1] says that ceph_nova_user is the same as ceph_cinder_user,
but this it not true. In globals, the variable which refer to nova user on
ceph its setted as just "nova", instead of {{ ceph_cinder_user }}
