46aeb9843f Fix prechecks in check mode
When running in check mode, some prechecks previously failed because
they use the command module which is silently not run in check mode.
Other prechecks were not running correctly in check mode due to e.g.
looking for a string in empty command output or not querying which
containers are running.

This change fixes these issues.

6c2aace8d6 Integrate oslo-config-validator
Regularly, we experience issues in Kolla Ansible deployments because we
use wrong options in OpenStack configuration files. This is because
OpenStack services ignore unknown options. We also need to keep on top
of deprecated options that may be removed in the future. Integrating
oslo-config-validator into Kolla Ansible will greatly help.

Adds a shared role to run oslo-config-validator on each service. Takes
into account that services have multiple containers, and these may also
use multiple config files. Service roles are extended to use this shared
role. Executed with the new command ``kolla-ansible validate-config``.

716899ffba Add NVMe-RoCE Cinder driver support for Pure Storage
From OpenStack Zed the Pure Storage Cinder driver supports
NVMe-RoCE as a dataplane protocol. This patch adds support
for this new driver type.

Also amend a couple of documentation formatting typos.

7a9f04573a Adding container engine to kolla_container_facts

f088b799a5 Add support for Pure Storage FlashArray backend to Cinder
Add an enable_cinder_backend_pure_iscsi and
enable_cinder_backend_pure_fc options to etc/kolla/globals.yml
to enable use of the FlashArray backend.
Update the documentation to include a section on configuring
Cinder with the FlashArray.

812e03f75e Add support for VMware First Class Disk (FCD)
An FCD, also known as an Improved Virtual Disk (IVD) or
Managed Virtual Disk, is a named virtual disk independent of
a virtual machine. Using FCDs for Cinder volumes eliminates
the need for shadow virtual machines.
This patch adds Kolla support.

80a32c3c74 cinder: restart services after upgrade
This patch is roughly an adaptation of
Ia6fc9011ee6f5461f40a1307b72709d769814a79 for cinder.

During an upgrade, cinder pins the version of RPC calls to the minimum
seen across all services. This ensures that old services do not receive
data they cannot handle. After the upgrade is complete, all cinder
services are supposed to be reloaded to cause them to check again the
RPC versions of services and use the new latest version which should now
be supported by all running services.

There is a second issue in that it takes some time for the upgraded
services to update the cinder services database table with their new
version. We need to wait until all cinder services have done this
before the restart is performed, otherwise the RPC version cap will
remain in place. There is currently no interface in cinder available for
checking these versions, so as a workaround we use a configurable
delay with a default duration of 30 seconds, as we do for nova.

This change restarts all cinder services after an upgrade, after a 30
second delay.

adf492bd9f cinder: fix condition to copy backend TLS certs
We need to import copy-certs.yml when either copying a CA file into
containers, or when a service has backend TLS enabled. Cinder only
included the former condition. This patch fixes it.

11a60a6568 Add support for using a tmpfs for Cinder image conversion
This can improve performance of image format conversion and encryption, if
sufficient memory is available on the cinder-volume host.

9cae59be51 Performance: Use import_tasks in the main plays
Main plays are action-redirect-stubs, ideal for import_tasks.

This avoids 'include' penalty and makes logs/ara look nicer.

Fixes haproxy and rabbitmq not to check the host group as well.

3411b9e420 Performance: optimize genconfig
Config plays do not need to check containers. This avoids skipping
tasks during the genconfig action.

Ironic and Glance rolling upgrades are handled specially.

Swift and Bifrost do not use the handlers at all.

Including tasks has a performance penalty when compared with importing
tasks. If the include has a condition associated with it, then the
overhead of the include may be lower than the overhead of skipping all
imported tasks. In the case of the register.yml and bootstrap.yml
includes, all of the tasks in the included file use run_once: True.
The run_once flag improves performance at scale drastically, so
importing these tasks unconditionally will have a lower overhead than a
conditional include task.  It therefore makes sense to switch to use
import_tasks there.

Including tasks has a performance penalty when compared with importing
tasks. If the include has a condition associated with it, then the
overhead of the include may be lower than the overhead of skipping all
imported tasks. For unconditionally included tasks, switching to
import_tasks provides a clear benefit.

Benchmarking of include vs. import is available at [1].

This change switches from include_tasks to import_tasks where there is
no condition applied to the include.

7ff27de7ac Performance: remove unnecessary conditions from includes
There are a number of tasks where we conditionally use include_tasks
with a condition, and the condition is always true. This change removes
these conditions, in preparation for switching unconditional task
includes to task imports.

55c0787d00 Remove max count from Cinder online schema migration
During an upgrade from Stein to Train, Kolla Ansible fails while running
TASK [cinder : Running Cinder online schema migration]

This is because the `--max_count 10` option is used, which returns 1
while migrations are processed. According to the upgrade documentation,
the command should be rerun while the exit status is 1:

This issue was introduced by a change to the image [1] which fixed a bug
in the way that the max count was interpreted, but exposed an issue in
using the max count.

This change fixes the issue by ceasing to pass MAX_NUMBER, which will
cause all migrations to occur in a single pass.

4d155d69cd Refactor copy certificates task
Refactor service configuration to use the copy certificates task. This
reduces code duplication and simplifies implementing encrypting backend
HAProxy traffic for individual services.

266fd61ad7 Use "name:" instead of "role:" for *_role modules
Both include_role and import_role expect role's name to be given
via "name" param instead of "role".
This worked but caused errors with ansible-lint.

49fb55f182 Add Ansible group check to prechecks
We assume that all groups are present in the inventory, and quite obtuse
errors can result if any are not.

This change adds a precheck that checks for the presence of all expected
groups in the inventory for each service. It also introduces a common
service-precheck role that we can use for other common prechecks.

511ba9f6a2 Copy CA into containers.
When kolla_copy_ca_into_containers is set to "yes", the Certificate
Authority in /etc/kolla/certificates will be copied into service
containers to enable trust for that CA. This is especially useful when
the CA is self signed, and would not be trusted by default.

1009931162 Change local_action to delegate_to: localhost
As part of the effort to implement Ansible code linting in CI
(using ansible-lint) - we need to implement recommendations from
ansible-lint output [1].

One of them is to stop using local_action in favor of delegate_to -
to increase readability and and match the style of typical ansible
tasks.

2fe0d98ebb Add a job that *only* deploys updated containers
Sometimes as cloud admins, we want to only update code that is running
in a cloud.  But we dont need to do anything else.  Make an action in
kolla-ansible that allows us to do that.
