Yatin Karel d9bc8ecbb5 [pyproject] Add optional-dependencies as dynamic

Seen during rpm build[1], required as in requirements.txt
we have conditional requirement:-
pyroute2>=0.7.2;sys_platform!='win32' # Apache-2.0 (+ dual licensed GPL2)

Neutron FWaaS

This package contains the code for the Neutron Firewall as a Service (FWaaS) service. This package requires Neutron to run.
