This patch adds HA support for DVR centralized default SNAT
functionality to Neutron Server. For the agent side changes
another patch has been merged.
Salient changes here are:
- Schedule/de-schedule SNAT on multiple agents
- Enables
'router-create <router name> --ha True --distributed True'
