Rodolfo Alonso Hernandez 6a26933cc3 [OVN] Remove the check for external ports support

The support for ``HA_Chassis_Group`` in the ``Logical_Switch_Ports`` was
provided in OVN v20.03.0 [1] and thus the support for external ports
(baremetal nodes, SR-IOV).
