[placement]/policy_file config option is deprecated since Train release in favor of ``[oslo_policy]/policy_file`` config option. In wallaby cycle, default value of ``[oslo_policy]/policy_file`` is going to change to 'policy.yaml' so it is better to remove the old deprecated config option to avoid confusion for operator.
