Cisco nexus config manifest - obsolete parameter (switch_replay_count).

Due to fix: https://bugs.launchpad.net/networking-cisco/+bug/1469839,
the ml2_cisco replay count parameter is obsolete and no longer used.
This needs to be reflected in the tripleo-heat-templates as well as
puppet-neutron manifests.
