Guillaume Boutry 6235f546bc openstack-hypervisor: abort if OVS is running 
We cannot support running OVS on both the host and in the hypervisor
snap, this creates a race between both switches, deleting and
re-creating bridges in a loop.

Closes-Bug: #2119532
