Add new reapply trigger host-availability-saved

Adds support for the new reapply trigger available and  using it
to avoid reaply issues on DX where a race condition prevents the host
from not showing the availability 'available' on the inventory when the
host-availability-updated trigger is activated.

Closes-Bug: 2122729

Test Plan:
PASS: Test reapply with node rebooting on SX, DX and STD
PASS: Test DOR on SX, DX and STD
