Eduardo dos Santos França f5809d344e Add platform managed key to sriov fec operator ...

This change adds "platform_managed_app: yes" to the application
metadata, indicating it should be managed by the application
framework.

Test Plan:
PASS: build-pkgs and build-image
PASS: upload and apply application
PASS: check auto update to next version
PASS: remove and delete application
