Ildiko Vancsa c27379285f Adding appointed PLs and TLs 
During the 2024 H2 PL/TL elections, there were candidates who missed
the nomination window. As their nominations have been submitted since,
with TSC approval, this patch adds them as appointed PLs and TLs for
the upcoming 1-year term.
