Paul Belanger 0b42d9b4bb Enable windmill jobs 
We can now properly gate on boto3 for windmill, to ensure nothing
breaks.

Ansible role to install AWS's boto3 library

Description

AWS's boto3 is a simple client library for operating AWS.

Requirements

See bindep.txt for role dependencies.
