Drop use of git.openstack.org 
Our cgit instance will be going away and opendev.org is the new
preferred URL for browsing our git repos. Redirects will exist for the
foreseeable future, but it's more efficient to just go directly to the
new locations.

Backup drivers

This section describes how to configure the cinder-backup service and its drivers.

The volume drivers are included with the Block Storage repository. To set a backup driver, use the backup_driver flag. By default there is no backup driver enabled.
